The Legislature has once again passed legislation to reduce barriers that delay payments to not-for-profit organizations that contract with the state. This time, after several vetoes by the Governor in the past, the bill has been split into two parts, one addresses timely contracting and the other would provide advance payments.
S.9761 (Mayer) / A.10741(Paulin) and S.9855 (Mayer) / A.11179(Paulin).
Together, these bills would establish clear standards, greater accountability, and more predictable payment practices for nonprofits contracting with State agencies.
